A City Council Vote in Montreal and What It Tells Us

Hello dear readers,

August 24, 2026. The area around Montreal City Hall was busy that day. During the day, protesters gathered with Palestinian flags and signs to express their demands before the city council vote that evening. At the same time, protesters from the Jewish community and other groups also expressed their views and reactions.

Inside City Hall, a motion by Projet Montréal calling for the suspension of institutional ties with Israel was going to be discussed. That evening, Montreal city politics became the focus of a very controversial debate, under the shadow of an international conflict.

 

So, what really happened?

Montreal City Council voted 54 to 6 to approve an amended version of the motion about the conflict in the Middle East. However, there is an important detail here: the text that was approved was not the original text presented by Projet Montréal.

 

Projet Montréal’s proposal called for the City of Montreal to take a stronger position regarding civilian deaths in Gaza and to suspend its institutional ties with Israel. The proposal also used the words “genocide” and “apartheid” to describe the situation in Palestine.

The city administration, however, asked for these words and the part calling for the suspension of ties with Israel to be removed from the text. As a result, the motion was changed significantly.

 

In the final version, the words “genocide” and “apartheid” were removed. The call to suspend institutional ties with Israel was also removed. At the same time, the statement of solidarity with the Palestinian people and with all civilian victims in the Middle East remained. The motion also called on the Canadian federal government and the Quebec government to take a stronger role through diplomacy and targeted sanctions.

 

At this point, Montreal Mayor Soraya Martinez Ferrada’s position was also important. Martinez Ferrada said that city governments are not responsible for foreign policy. She argued that local governments should take positions that bring people together rather than deeply divide them along political lines.

 

Projet Montréal, however, did not step back. Councillors Nathalie Goulet and Alex Norris continued to support their proposal, saying that people in Montreal are also affected by suffering in other parts of the world. They also pointed to Montreal’s past positions against apartheid in South Africa and Russia’s invasion of Ukraine.

 

The reaction from the Jewish community was different. The Centre for Israel and Jewish Affairs (CIJA) called on city councillors to reject the motion. The organization argued that such a motion could deepen divisions between communities in Montreal and could take the city’s attention away from issues that directly affect Montreal residents, such as housing and public safety.

Pro-Palestinian activists were not happy with the changes either. Groups that had originally called for more concrete steps, especially cutting institutional ties with Israel, said that although they saw the final motion as a first step, their main demands had not been met.

While all of this was happening, another debate was also taking place in Quebec.

 

Quebec introduced an important legal framework that changes the relationship between religion and public life. Under this framework, group prayers in streets and parks require permission; limits are being placed on religious symbols such as the hijab worn by daycare workers. Hospitals and public places are not allowed to serve only halal food. Private schools that select students based on their religion are expected to lose government funding over time.

 

On one side, there is a debate about how much political action a city government should take on an international issue. On the other side, Quebec is redefining the place of religion in public life.

In my view, all these discussions have one thing in common: In a society where people with different beliefs, different identities, and different political views live together, where should the line be drawn?

 

Where does the responsibility of a city council begin, and where does foreign policy come into the picture? How should we balance religious freedom with neutrality in public life?

The vote held in Montreal on the night of August 24 may not have given a clear answer to these questions. But it clearly showed us that these questions are no longer only about distant countries. They are also becoming questions about the cities where we live and our everyday lives.

Montreal’de Bir Belediye Oylaması ve Bize Söyledikleri


Merhaba sevgili okuyucular,

24 Ağustos 2026. Montreal Belediye Binası’nın çevresi hareketli bir güne uyandı. Gün içinde Filistin bayrakları ve pankartlarla toplanan göstericiler, belediye meclisinin akşam yapacağı oylama öncesinde taleplerini dile getirdi. Aynı saatlerde Yahudi toplumundan ve farklı gruplardan göstericiler de kendi görüş ve tepkilerini ortaya koydu.

İçeride ise Projet Montréal’in İsrael’le kurumsal ilişkilerin askıya alınmasını isteyen önergesi tartışılacaktı. Montreal’de belediye siyaseti, o akşam uluslararası bir çatışmanın gölgesinde oldukça tartışmalı bir gündeme sahne oldu.

 

Peki, gerçekte ne oldu?

Montreal Belediye Meclisi, Orta Doğu’daki çatışmayla ilgili önergenin değiştirilmiş hâlini 54’e karşı 6 oyla kabul etti. Ancak burada önemli bir ayrıntı var: Kabul edilen metin, Projet Montréal’in ilk sunduğu metin değildi.

Projet Montréal’in önerisi, Montreal Belediyesi’nin Gazze’deki sivil kayıplara ilişkin daha güçlü bir tutum almasını ve İsrael’le olan kurumsal ilişkilerin askıya alınmasını öngörüyordu. Öneride ayrıca Filistin’deki durumun tanımlanmasında “soykırım” ve “apartheid” ifadeleri de yer alıyordu.

 

Belediye yönetimi ise bu ifadelerin ve İsrael’le ilişkilerin askıya alınmasına yönelik maddenin metinden çıkarılmasını istedi. Sonuçta önerge önemli ölçüde değiştirildi.

Nihai metinde “soykırım” ve “apartheid” ifadeleri yer almadı. İsrael’le kurumsal ilişkilerin askıya alınması talebi de çıkarıldı. Buna karşılık Filistin halkıyla ve Orta Doğu’daki tüm sivil mağdurlarla dayanışma ifadesi korundu. Ayrıca Kanada federal ve Quebec hükümetlerine diplomasi ve hedefli yaptırımlar yoluyla daha güçlü bir rol üstlenmeleri çağrısı yapıldı.

 

Bu noktada Montreal Belediye Başkanı Soraya Martinez Ferrada’nın yaklaşımı da dikkat çekiciydi. Belediye yönetimlerinin dış politikadan sorumlu olmadığını belirten Martinez Ferrada, yerel yönetimlerin toplumu bölebilecek partizan tutumlardan ziyade birleştirici bir yaklaşım benimsemesi gerektiğini savundu.

Projet Montréal ise geri adım atmadı. Meclis üyeleri Nathalie Goulet ve Alex Norris, Montreal halkının dünyanın başka yerlerinde yaşanan acılardan da etkilendiğini savunarak önerilerini desteklemeyi sürdürdü. Montreal’in geçmişte Güney Afrika’daki apartheid rejimine ve Rusya’nın Ukrayna’yı işgaline karşı aldığı tutumları da örnek gösterdiler.

 

Yahudi toplumundan gelen tepkiler ise farklı yöndeydi. Centre for Israel and Jewish Affairs (CIJA), belediye meclis üyelerine önergeyi reddetmeleri çağrısında bulundu. Kuruluş, böyle bir önergenin Montreal’de yaşayan topluluklar arasındaki bölünmeyi daha da derinleştirebileceğini ve belediyenin konut, kamu güvenliği gibi doğrudan Montreal halkını ilgilendiren sorunlardan uzaklaşmasına neden olabileceğini savundu.

 

Filistin yanlısı aktivistler ise değişikliklerden memnun olmadı. Başlangıçta daha somut adımlar, özellikle de İsrael’le kurumsal bağların kesilmesi yönünde çağrıda bulunan gruplar, kabul edilen metni bir başlangıç olarak görse de asıl taleplerinin karşılanmadığını belirtti.

 

Bütün bunlar yaşanırken, Quebec’te başka bir tartışma da gündemdeydi.

Quebec, din ve kamusal alan ilişkisini yeniden düzenleyen önemli bir yasal çerçeveyi gündeme getirdi. Buna göre sokaklarda ve parklarda toplu ibadetler izin gerektiriyor; kreş çalışanlarının başörtüsü gibi dinî semboller kullanmasına sınırlamalar getiriliyor. Hastaneler ve kamuya açık yerlerde yalnızca helal yemek sunulmasına izin verilmiyor. Öğrencileri dinlerine göre seçen özel okulların ise devlet desteğini zaman içinde kaybetmesi öngörülüyor.

Bir tarafta belediyenin uluslararası bir mesele karşısında ne kadar siyasi tavır alması gerektiği tartışılırken, diğer tarafta Quebec’te dinin kamusal alandaki yeri yeniden tanımlanıyor.

 

Bana kalırsa bütün bu tartışmaların ortak bir noktası var: Farklı inançların, farklı kimliklerin ve farklı siyasi görüşlerin bir arada yaşadığı bir toplumda, sınır nerede çizilmeli?

Belediye meclisinin görevi nerede başlıyor, dış politika nerede devreye giriyor? Dinî özgürlük ile kamusal alanın tarafsızlığı arasında nasıl bir denge kurulmalı?

24 Ağustos gecesi Montreal’de yapılan oylama belki bu sorulara kesin bir cevap vermedi. Ama bize, bu soruların artık yalnızca uzak ülkelerin değil, yaşadığımız şehirlerin ve günlük hayatımızın da konusu olduğunu açıkça gösterdi.
